Indicating the dynamic of the capitalism reproduction process, the research attempts to clarify how Capitalism system transforms labor (as human being) into labor power (as commodity). The research field had been conducted during 2010-2012; depth interview and participatory observation in Samuthprakarn has utilized as research methodology.The research shows that the Burmese workers in Samutprakarn represent the condition of neoliberalism relations of production consist of four elements include the following 1. The commoditization of labor power had been intensified 2. The transformation of employment relations system by the rising of the out-sourcing and temporary employment. 3. The conversion of welfare provision by changing from state-citizen to market membership and 4.The emergence of ‘Precariat’ which diverges from the traditional definition of proletariat in proto-industrial society.The major contribution of the research is to demonstrate new mode of welfare system. Besides the state-citizen integration model, welfare should be considered on the aspect of de-commoditization level and neglect the nation-state centric approach on welfare provision. งานวิจัยชิ้นนี้มีเป้าหมายเพื่ออธิบายสวัสดิการสำหรับแรงงานข้ามชาติในสังคมการผลิตแบบเสรีนิยมใหม่ ผ่านมุมมองภววิทยาทางเศรษฐกิจการเมือง โดยชี้ให้เห็นถึงพลวัตรของกลไกการผลิตซ้ำในระบบทุนนิยมที่มุ่งแปรเปลี่ยนแรงงานในฐานะมนุษย์ให้เป็นแรงงานในฐานะสินค้าและเกิดภาวะการแปลกแยกและไร้อำนาจในหมู่ผู้ใช้แรงงานข้ามชาติ โดยเก็บข้อมูลผ่านการสัมภาษณ์เชิงลึกแรงงานข้ามชาติชาวพม่าในจัดหวัดสมุทรปราการ ผู้เกี่ยวข้อง และการสังเกตอย่างมีส่วนร่วมในพื้นที่สนามวิจัยระหว่างปี 2553-2555ผลการศึกษาสวัสดิการในฐานะกลไกการผลิตซ้ำในระบบทุนนิยมผ่านกรณีศึกษาแรงงานข้ามชาติชาวพม่าในจังหวัดสมุทรปราการ ได้แสดงให้เห็นถึงความสัมพันธ์การผลิตแบบทุนนิยมในกระแสเสรีนิยมใหม่ที่มีลักษณะดังนี้ 1.มีกระบวนการทำให้เป็นสินค้าที่สูงขึ้นโดยเฉพาะกับผู้ใช้แรงงานที่อำนาจการต่อรองต่ำอย่างแรงงานข้ามชาติ 2.สภาพการจ้างงานเปลี่ยนแปลงไป โดยผู้ใช้แรงงานรับผิดชอบต่อความเสี่ยงในระบบทุนนิยมมากขึ้น เช่นการจ้างแรงงานข้ามชาติแบบเหมาค่าแรง รับงานกลับมาทำที่บ้านหรือการจ้างลักษณะชั่วคราว 3.ระบบสวัสดิการได้มีการแปรสภาพให้เป็นการรับผิดชอบของปัจเจกชนมากขึ้น ผ่านระบบสวัสดิการแบบเน้นค่าจ้าง และด้วยเงื่อนไขข้างต้นนำสู่ 4. ปรากฏการณ์การขยายตัวของกลุ่ม "แรงงานเสี่ยง"-Precariat อันมีลักษณะแตกต่างจากชนชั้นกรรมาชีพ แรงงานเสี่ยงคือกลุ่มแรงงานที่ถูกถ่ายโอนความเสี่ยงจากชนชั้นนายทุน และถูกวางเงื่อนไขให้การต่อสู้เพื่อประโยชน์ทางชนชั้นเป็นไปได้อย่างยากลำบากการวิเคราะห์สวัสดิการในทางภววิทยาอันปรากฏในงานวิจัยได้ชี้ให้เห็นถึง แนวทางการจัดสวัสดิการในสังคมเสรีนิยมใหม่ที่จำเป็นต้องพิจารณาอย่างเป็นองค์รวมผ่านมิติหลักคือ ความถ้วนหน้าที่ต้องข้ามผ่านความเป็นพลเมืองของรัฐชาติและมิติการลดระดับการทำให้เป็นสินค้าเพื่อหลีกเลี่ยงการแปลกแยกที่เกิดขึ้นในสังคมการผลิต 216 pages ไทย พม่า สมุทรปราการ เศรษฐศาสตร์สวัสดิการ แรงงานต่างด้าวพม่า แรงงานต่างด้าว -- ไทย -- สมุทรปราการ Welfare economics Foreign workers, Burmese Foreign workers -- Thailand -- Samut Prakan วีระ สมบูรณ์ สุภางค์ จันทวานิช https://digiverse.chula.ac.th/digital/file_upload/biblio/cover/32981.jpg |
