The SKL-PJG (SIKAL - Penjaga) simulation software had been developed in this research. The SKL-PJG is the interrogator subsystem of SIKAL (Sistem Identifikasi Kawan Atau Lawan), which to be proposed as a ship-identification system. By using the SKL-PJG simulation software, the conceptual development of SIKAL can be studied before stepping ahead to the detail development.<p align=\"justify\"> <br />
The SIKAL is a ship-identification system. It consists of an interrogator subsystem (SKL-PJG) and an identification constructor subsystem (SKL-SSR, SIKAL Sasaran). The tasks of the SKL-PJG are to send an interrogation request and validate the answer. The SKL-SSR must construct and send an answer after verify that the request is for the ship.<p align=\"justify\"> <br />
The interrogation request and the answer are sent through the VHF radio. The modulation uses the RS-232 protocol. The answer consists of a plaintext and the ciphertext. Validation to the answer is done by decrypting the ciphertext and compare the result with the plaintext. The cryptographic scheme is the Blowfish. <br />
The SKL-PJG was developed using the V-cycle, which follows the DoD-STD-2167A standard. <br />
