الملخص:UPT Pengadaan ITB is an internal functional unit which responsible for managing all procurement of goods and services for all work units within the scope of ITB. UPT Pengadaan ITB have an issue related to fulfillment time of paper and cartridge group of goods in 46 to 69 days range which is not optimal. The most ordered group of goods in ITB is paper with 75,920 orders, while cartridge has 8,544 orders as 6th most ordered goods. Hence, minimization of fulfillment time is needed to be done by UPT Pengadaan ITB. On the first stage of this research, analysis of the existing business processes in general is conducted. The analysis was carried out for identify non value added processes to be replaced or removed. Then implementation of inventory system is chosen based on the research as a replacement for those non value added processes. Detail of inventory system implementation divided into vendor managed inventory (VMI), self-managed by UPT Pengadaan ITB, and 3rd party logisticss (3PL). This research then conducts cost evaluation and performance evaluation on all three proposed alternative systems. Cost evaluation is carried out by taking into relevant cost components in each system, while the evaluation of performance is carried out using the Monte Carlo simulation method. After simulation and cost evaluation were carried out for all proposed alternative systems in conjunction with comparing to existing system, it was concluded that the implementation of the inventory management system recommended using vendor managed inventory (VMI). Proposed alternative system VMI can reduce fulfillment time 74,6% to 11,7 working days. Besides, total time needed for 5 years period of time is reduced 70,9% to 745,98 working days from 2560,03 working days. Cost for implementation VMI is increased 18,58% estimated at Rp2,082,611,616.62, while the cost of the existing system is Rp. 1,756,357,184.48.
