STUDY OF SENTENCE POLICIES FOR CHILDREN IN CONFLICT WITH THE LAW IN CHILDREN CORRECTIONAL INSTITUTION

This research was conducted with the aim of understanding the policy of punishing children in the Children Correctional Institution and exploring the principles and concepts in institutional efforts at Development Institutions that are responsive to the best interests of the child. The research was conducted using the biographical method to describe the general meaning of a number of participants in Children in Conflict with the Law on their life experiences as children while serving a sentence in the Children Correctional Institution. The case samples taken in this study were children who had undergone punishment for no less than one year at the Bandung Class II Children Correctional Institution (LPKA). This study was designed with a sequence of procedures in the form of: field observations, in-depth informal interviews, filtering important statements from participants, understanding the meaning and essence of experience, then describing the essence of the participants' experiences. The results of this study are that Children in Conflict with the Law come from various backgrounds and situations before entering LPKA, as well as the conditions that were being faced while in LPKA. The variations of these conditions include: psychological conditions, family, school environment, friendship environment, residential environment, exposure to and consumption of prohibited objects, access to sharp weapons, use of information technology, and experiences of punishment. The experiences of Children in Conflict with the Law during their punishment period at LPKA contributed to the transformation of Children in Conflict with the Law. The punishment given was interpreted variously by the participants depending on the conditions, background and life experiences of the participants. LPKA has played a role in interventions to shape changes in Children in Conflict with the Law. On the other hand, LPKA is an institution burdened by problems that should be resolved in other domains
