總結:Coal-fired power plants produce pollutants that are harmful to the environment, including SO2 and NOx. The regulation of the Ministry of Environment Number P.15/MENLHK/SETJEN/KUM.1/4/2019 on emission standards for thermal power plants sets limits for SO2 and NOx with a lower limit of 200 mg/NM3 . As a further commitment to reduce air emissions, PT PLN (Persero) as a state-owned company that manages electricity is committed to implement additional technology to reduce air emissions in coal power plant. There are 2 (two) alternative technologies for air emission control, namely Flue Gas Desulfurization (FGD), Selective Catalytic Reduction (SCR) or a combination of both technologies. This technology selection decision uses certain indicators as criteria, and each indicator is complemented by relevant subcriteria. The criteria, subcriteria, and technology alternatives are ranked by stakeholders with an interest in the decision. The Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP) methods are used for this multi-criteria consideration. Interactions between subcriteria are considered in the ANP method. Based on the highest level of preference for alternative technologies to be used in coal power plant, the combined use of FGD and SCR technology is preferred, with the main consideration being economic indicators, followed by technical indicators, technological indicators, and environmental indicators.
