The infraction of journalist code of ethics could happen in everywhere, including on Surabaya major election on 16-29 May, 2010. This research describes how the journalists report major election campaign and use the profession code of ethics. The issue problem of this research is how a journalist use the rules of Journalist Code of Ethics to reporting the campaign of Surabaya major election 2010? The method that used was case study with explorative research. Researcher collected datas by observation dan in depth interview.. The results of this research show that understanding and aplicating of profession code of ethics of a journalist influenced by newsroom because another bigger interested. The interest of media institution more important than journalist who make attention to code of ethics. This things looks from the news which written by journalist that changed by editor, especially changing on title.
