Positive impact in the Age of Reform is about change in the real democracy that goes direct presidential election/Head of regions throughout Indonesia with the keluarkannya Law. 32 On 15 October 2004, the Law no. 22 of 1999 no longer apply. The purpose of this study is to know the local elections, the Mayor and Deputy Mayor of Banjar period 2008-2013. And want to know the implications of the implementation of the Stability of Regional Head Election Security in Banjar City of West Java Province. This research method using qualitative methods. Sources of data obtained through informants, places and events, Documents and Data Analysis using descriptive analysis. The research results of regional elections, the Mayor and Deputy Mayor at the start of the preparation Banjar nomination, and the decision to announce the nomination form, drawing numbered pairs of candidates, campaign, establishment of schedules and the campaign, delivering the vision and mission of the pair of candidates in parliament, a period of calm, voting and counting, determination of election results and the Mayor and Deputy Mayor's inauguration. The results showed that the Regional Head Election of Mayor and Deputy Mayor of Banjar in the Implementation of Regional Head General Election in the City of Banjar implications for the stability of a strong safety.
