Summary: | PDIP Sleman is a winning party on 1999, 2004, and 2009 legislative
election in Sleman. However, PDIP Sleman do not nominate its own cadres in the
local election. This is surprising because political party normatively is an
organization that is positioned as an agent of political recruitment, even as the
institution which legitimately pursue political power.
Normatively, political parties conduct the recruitment of candidates for
elections by two ways, namely internal and external cadre. Internal routes carried
by promoting the party's cadres to fill positions in the party structure, and in
legislative and executive institution. The external route is to select and recruit
external candidates, with specific terms and fees. In this study, the internal and
external analysis performed simultaneously. Internal analysis carried out in the
domain of political parties. The external analysis performed on cultural domain.
Both analysis will be concluded in decisions about candidates.
This research data was collected using case study method through in-depth
interviews and written documentation. Interviews were conducted with the
political elites and political observers of PDIP Sleman.
The results show that the failure of PDI-P Sleman in carrying internal
candidate from the party is due to the occurrence of political pragmatism. In this
context, pragmatism comes from a political party organization itself, and from
external factors of the society�s political culture. From the internal factor is the
failure of the PDI-P cadre of Sleman and the phenomenon of money as a
determinant of recruitment of candidates, while the external factor is the political
culture of society that do not directly influence through elite perceptions about
public preferences.
From the above factors, election candidates necessitate deep pockets and
popular figures. And since election-winning parties are in crisis of availability of
reliable cadres, the party must be pragmatic to take a candidate from outside the
party. This is because these actors have a high electability, or the ability of
adequate funding. |
