The aim of this research is to enhance competence of teachers and to ensure sustainable funding for long-term operation of preschools in rural communities of Kompong Speu Province through capacity building and sufficient resource mobilization. The specific objectives of the research are as follows: 1. To explore relationship between teachersà ¢ competency and teaching quality at preschool level in rural communities. 2. To obtain insights and perception of teachers in relation to the needs for capacity building and sustainability of schoolsà ¢ operation. 3.
