Keeping track of who owns which part of land is challenging when there are hundreds or thousands of land records to maintain. The current land registration and land dealing process in Malaysia have some flaws such as increasing number of fraud cases in land registration, restricting land owners’ rights in land dealing and time-consuming processes. Therefore, this project aims to improve the government services in Malaysia by developing a Blockchain-based land registration system for the Minister of Home Affairs. Using Blockchain technology, it enables decentralization, transparency, immutability and traceability in the land registration and land dealing process. Middlemen in between processes can be reduced drastically which leads to less corruption and sped up processes. The proposed system is developed using the concept of Ethereum Blockchain network and smart contracts. There are two roles in the system, which is user and government authority. The system allows user to register and store their land details into the Blockchain. The details stored in the Blockchain are immutable thereby preventing forgery of land documents. A government authority who traditionally looks into land registration process is assigned to ensure details given by users are legitimate before entering the Blockchain. Once their land is registered, users have the option to sell their land through the system. Users can just interact with one another as buyer or seller and deal their land without restriction or authorization. There is no worry about any backdoor activities as all transactions are stored in the Blockchain, which enables transparency and traceability of transactions. Other than that, the introduction of smart contracts has fully removed middlemen like brokers and central authorities from the land dealing process.
