Summary:Industrial property development planning is based on planning and land use zones. Suitable location preferences give impact to the firm?s profit that is affected by the vehicle travel time to the firm. In deciding the suitability of the location, distance and travel time are the factors that need to be measured. Hence, this research will discuss on factors affecting the accessibility of industrial location. Geographical Information System (GIS) will be applied to measure the industrial location?s accessibility level based on vehicle travel time. This research is also done to determine the industrial location suitability based on the fastest travel time. This research is done on 14 planning blocks in Johor Bahru City Council (MBJB) administrative region. Medium industrial area is the focus of research taking a dairy factory as the case study. Network Analyst in ArcGIS 9 is used to generate the fastest travel time value based on accessible best route by lorry to demonstrate firm?s suitability and accessibility level to studied location factors. The study identifies Dewani, Tebrau 3 and Sri Purnama industrial area are the most suitable area for medium industries especially in developing dairy product factory. Dato? Onn, Dewani, Sri Purnama and Tebrau 3 industrial area have the highest accessibility for marketing dairy products to the market. The suitability and accessibility measurement is based on market factor and agglomeration strength factor which is clustering factor. This study provides implications for the progress of the development of industrial areas and the level of community market areas such as commercial and residential.
