Responsibility is a significant part of the international legal system. International responsibility is the legal penalty, imposed by public international law on the failure of a person to comply with its international obligations, since the imposition of a penalty on a State that violates human rights would remind it of what it must abide by, and get it back to the right track in the field of international humanitarian law, human rights and freedoms. Many of the numerous crimes in the field and the crimes committed by the Israeli occupation authority against the Palestinian people are a good example of such violations of international humanitarian law and violations of human rights law. The researcher used the analytical descriptive approach in analyzing the general principles of international law and their applications on the case of the Israeli-Palestinian conflict. Reaching conclusions and recommendations, the most important of which is the assertion of the responsibility of the Israeli occupation for its crimes under the principles of the public international law and the International Criminal Court, and rejection the pretexts of the Israeli occupation of exempting from international responsibility according to the state of legitimate defense.
