Prevailing wisdom suggests that local firms, individuals and the culture in Singapore are to blame for their lack of innovativeness. It seeks to improve them directly. This paper argues that the problem has its root in incompatible institutions that give rise to conflicting incentives, leading to the observed behaviours in the market players. The concept of institutional complementarity is thus central to my arguments. It emphasises the synergy of interplay between compatible institutions. Conventional separate analysis of corporate governance and industrial relations, with the aim to arrive at one best form of arrangement in each sphere, is misleading. We should pay attention to their interactions, and design institutions that fit into each other in carving out institutional comparative advantage.
