Although a Second United Front was established between the KMT and CCP, Luo was arrested by the KMT in March 1940. Imprisoned first at Baigongguan, he was transferred to the Xifeng concentration camp and later led a secret CCP cell there. Luo was executed by the KMT on 18 August 1946.
