Summary:The objectives of this study were 1) to analyze integrated contents the confirmatory factors of collaborative working skills for personnel of the Cultural Intelligence and Stephen R. Covey’s concept. 2) to develop a non – formal education program to enhance collaborative working skills in small and medium enterprises. 3) to study the factors and conditions related to the non-formal education program to be used. The data was collected from Bangkok, Samutprakarn, Nonthaburi and Pathumtani areas. The research was divided into 3 steps. (1) to analyze integrated contents the confirmatory factors of collaborative working skills for personnel of the Cultural Intelligence and Stephen R. Covey’s concept and confirm the components of collaborating with others in small and medium enterprises. The samples were 300 labors of small and medium enterprises, selected through purposive sampling technique. (2) to develop and implement a non – formal education program to enhance collaborative working skills and the sample of this study were 20 multinational labors of small and medium enterprises (3) to study the factors and conditions by group discussion guidelines. Results of this research were the follows: 1) The components of collaborative working skills for personnel of small and medium enterprises consisted of 5 components. They were open-mindedness to learn for understanding the differences in working together, goal setting and planning to learn the differences in working together, synergy in working together with a positive attitude each other, adaptation to work together constructively, sustainable development to working with others. 2) The non – formal education program based on a cultural intelligence and Stephen R. Covey’s concepts to promote collaborative working skills for personnel of small and medium enterprises consisted of the objectives, learners, instructors, learning activities, contents, periods, learning resource and learning material, environment and assessment and evaluation. And the results of the program implementation as follow: 1) the knowledge score of the collaborative working skills for personnel of small and medium enterprises concept after the experimentation increased higher than the prior experimentation with statistical significant at level of .05 2) the skill score of the collaborative working skills for personnel of small and medium enterprises concept after the experimentation increased higher than the prior experimentation with statistical significant at level of .05 -3) and there were no significant differences of the attitude score of the collaborative working skills for personnel of small and medium enterprises concept between prior and after the experimentation with statistical significant at level of .05 3) The factors concerning the non – formal education program related to the use of the program that might have affected the program including 1. Support from the entrepreneur 2. Instructors 3. Learners 4.Learning by doing 5.Environment. Conditions related to the use of the program were: 1.Instructors’s role as mediators/friends 2. Appropriate duration of project learning 3. Content sorting follows the components of collaborating with others in small and medium enterprises 4. Understanding the language of participation.
