Summary: | The research aims to study policy making with regard to anchovy fishing. The hypothesis of the research is that the government s policy process of anchovy fishing has tendency to be less than rational. The research found out that the state policy regarding anchovy fishing is not an output of a fully rational process. When the policy is implemented, social and environmental cost is therefore higher than benefits gained. This is because the state has a centralized authority to manage natural resources and generate rules while giving more attention to economic development at a higher extent than anchovy fishing problems. This means that the state as policy formulator regarding the use of marine resources treated anchovy mainly as a source of revenue and economic benefit while the problem from resource consumption was given a less priority. Furthermore 1 the state did not include local communities in its decision making and resource management. This study also found that rational policy making as a concept seems to have limitation due to the inseperable fact and values as well as the problem of its practicality. In addition a rational policy depends largely on the final decision makers who usually are politicians. |
