It's brought consequently in the term of borderland development efforts and effective cross-border management. The border between Indonesia-Timor Leste on the segment of Amfoang-enclave Ambenu has curtain uniqueness where the border is enclave-shape, and Timor Leste has interested in sovereignty of this area. The research aims to find out appropriate formulation of borderland management for Amfoang-enclave Ambenu (including approach, model and strategy), and as a variant model of borderland development in Indonesia, specifically.<p align="justify"><p>Data collection is conducted through literature studies and field observation by using rapid assessment technique, interviews, focused-group discussion, and combined with researcher's experiences. The discussion used CPA-CBA model inline with borderland.<p align="justify"><p>Results of the research suggested that alteration of paradigms in borderland management from security approach to prosperity requisites the different point of views in formulating approach, model, and strategy deal with borderland management and effective cross-border management. The need of CPA Implementation is to prepare Amfoang as core for complementary activities in the border of Indonesia and Timor Leste with using growth opportunities in enclave Ambenu. text |
