Migration and convergence from the existing technologies end to one new technology carrying various information (data, voice, image, even video) efficiently, scalable, differentiated in one system, and also mobile-accessed, which is NGN.<p> <br /> <br /> <br /> <br /> <br /> Interconection in that NGN era will bring new problems that have not dealed in technology that has been developed before. One of the issue in interconnection is about the dualism of interconnection tariff in internet and telecommunication. Beside the interconnection problem there is also bottleneck issue in acces Network in Indonesia.<p> <br /> <br /> <br /> <br /> <br /> We propose a change of tariff method to deal with the dualism of tariff in internet and telecommunication. By changing the tariff method step by step it's hopeful that the access Network bottleneck in Indonesia will be overcomed. The arrangement was started with a brief introduction about interconnection theory regarding with PSTN and internet from technical and economic side which was mainly obtained by literature review analytically. At the Next section, interconnection model, Indonesia tellecommunication Network and also the latest Indonesia government regulation regarding interconnection.<p> <br /> <br /> <br /> <br /> <br /> In NGN era, We propose to change the method of interconnection tariff to Bill and Keep to overcome the complexity of interconnection that may come in the future. The change of the method will be done step by step and for the first step is to change the current Calling Party Network Pays to Bill and Keep for the mobile access Network but keep using the Calling Network Pays for the core Network. This first step than will be followed by other steps and eventually become the full Bill and Keep method. text
