Summary: | Observed from the water availability of the source recently, it is concerned that it will be very hard for Way Jepara irrigation area to fulfill the growing need of water since the inflow toward the dam is decreasing. To fulfil the needs of water we have to increase water inflow. Other approach is to conduct an effort to enhance water efficiency. For irrigation which is the largest water user, efficiency enhancement will result in a great effect. Demand Management is an effort to enhance water efficiency that is focused primarily on the behaviour of the water user it self. Therefore, there has to be an intensive observation of the technical,policy,social and cultural effect from various instrument in demand management in order to obtain a mechanism of water efficiency that is appropiate for the condition of local irrigation in Indonesia. Efficiency of the irrigation use in the field rice lot is the percentage of water need ratio which is needed in that wet rice field lot with the irrigation discharge is delivered up to that wet rice field. Irrigation discharge is delivered up to the wet rice field constituting the very dominantly parameter influencing the efficiency value of irrigation use in the wet rice field, whereas the influence of evapotranspiration and percolation parameters are relatively low. Observation results for the irrigation use efficiency in the wet rice field is observed on D.I. Way Jepara, Lampung Timur , giving value use efficiency in the wet rice field and operational, efficiency value in Land Preparation fase (e = 68.67 %), in early growth (e = 48.43%), value use efficiency in the wet rice field and continous flow teoritic needs, efficiency value in Land Preparation fase (e = 85.47 %), in early growth (e = 72.73 %), value use efficiency in the wet rice field and intermittent flow teoritic needs, efficiency value in Land Preparation fase (e = 85.47 %), in early growth (e = 22.86 %). Based on the aspec priority analitical result for irrigation efficiency by Analytical Hierarchy Process (AHP) method is social and culture aspect, institution, policy, and technical aspect . |
