On implementation of regional autonomy, the demand over accountability of government's performance is addressed by public; therefore, Public Work Agency of city government of Balikpapan is forced to be more competent in preparing programs and budget of city's infrastructures development. In preparing programs and budgets system ran on, is not well measured yet, therefore, it emerge some weaknesses, that is, the proposed program is not integrated, output oriented and subjective rank of priority. Sometime public's demand which is more urgent indeed, is often not accommodated. This research is aimed to make a preparing program and budget system in public work agency of city government of Balikpapan that include, planning cycle, program's structure, information and evaluation system. One method which applied for solving problem's approach is Planning, Programming and Budgeting System (PPBS) and special point rating to determine program's priority. By implementing the PPBS as mentioned above, is expected that there are systems which enable to combine program due to public's demand (bottom-up) and government's policy (top-down), so that the proposed programs is integrated, output and outcome oriented, and more objective in determining program's priority.
