FORMING OBSERVATION UNIT IN IMPROVEMENT OF CAPABILITY OF INDONESIAN FIELD ARTILLERY POSTURE

Indonesia national interest to maintain state sovereignty and the development continuity should be protected from all of threat possibilities. International politics which based on every countries own interest, creates uncertain and suspicious conditions between them, therefore each states try to make strategic steps by empowering their military capabilities. Revolution in Military Affairs, is the improvement of military capability, which triggered by the achievement of advanced information technology and weapon system, that changes war strategy, doctrine and military combat tactics to become more effective. Field Artillery as one of branch in Indonesian Army, has its posture that consist of power, capability and distribution of power. The capability to conduct its technical function is not fulfilled because of the absence of observation system as target acquisition equipment and meteorological data collector, which is give dominant influence to Field Artillery firing mechanism.<p>This thesis using qualitative method, focus on the significance need of observation system in Indonesian Field Artillery organisation. Using descriptive analysis to analyze about technical capability of the weapon system and compare it to other countries field artillery weapon system capability (Australia, Malaysia, Singapore), and how to build observation unit in Indonesian Field Artillery organization without budget support and the posture development policy which is prior for power improvement instead of capability improvement. It obviously needs trade-off between the power and capability improvement in order to achieve simultaneous development that will form good defense posture, with suitable technology of the weapon needed and efficient budget consideration. <br />
