Traffic jams and other traffic problems create a lot of disadvantages in many aspects such as in economical and financial sectors. In order to reduce the traffic jam in Ciputat Intersection, Government of Indonesia had built Ciputat Fly Over since December 2006 and the project, unfortunately, has not been accomplished yet. The government often tries to overcome the road traffic problems by constructing a Fly Over or an Under Pass. This solution, however, cannot always solve the problems caused by the traffic jam. Other problem is that the size of the Fly Over is sometimes not adequate due to particular problems concerning with land acquisition. Other solution that can be selected is by diverting the traffic and increase the capacity of the road.<p>This research aims at analyzing policies which can best overcome the traffic problems. Therefore, the research examines those policies by applying Quantitative Benefit and Cost Analysis as well as Qualitative Benefit and Cost Analysis. These analyses are used, along with Descriptive Statistics, to describe stakeholders' needs.<p>Policy analysis towards the given alternatives shows that if all alternatives to improve the condition of the road are provided, the best alternative can be effectively and efficiently selected. This research can also be seen as a "Lesson Learn", meaning that it is hoped that mistakes in decision making will not ever be done again in the future. <
