SOCIAL CONSTRUCTION APPROACHES IN EXAMINING THE POLICY IMPLEMENTATION OF MINING TOURISM IN SAWAHLUNTO HISTORICAL CITY

The declining production of coal in Sawahlunto has resulted the local government to reconsider the next aim for future development. The policy that has been made by the local government about mining tourism has shifted the economic priority from mining to tourism. This changes has created a social transformation especially in Sawahlunto historical city which could caused social resistance because of different interpretation among them and blocked the development acceleration. This research intended to establish social transformation in Sawahlunto historical city by the social shift until stabilized social transformation is achieved.<p>The social construction of technology is an approach to examine social process in an area which is undergoing a transformation for some period of time. The method in this research is qualitative analysis with content analysis and descriptive analysis, which is used to identify and describe social transformation characteristics, while snowball sampling technique is used to identify relevance social groups. The result of this study is that some groups approved to mining tourism, and the other groups still hold to the previous function of Sawahlunto as a mining city. Negotiation between alliance social groups has created consensus which is tourism could be synchronized with mining activities. Based on the consensus, scenarios in achieving a stable social transformation in Sawahlunto historical city is determined. <br />
