Summary: | In accordance with State Law Number 34 of 2004 about TNI, concepts of defence development is directed to achieve TNI professionalism, effectiveness, efficient and modern.
Ditbekangad is a unit under TNI AD that has responsible for distributing and providing supplies. It has realized that begin in 2007 the age of its vessels are equivalent or more than 25 years. This means that capability of the vessels to carry supplies from the Headquarter to District Commands is decreased. Declining of the capability is caused by the fact that Ditbekangad has only few vessels of TNI AD that can be guaranteed for its best capacity. Quantity and quality of existed vessels is getting to decline parallel with the vessels age that getting old but not followed by good maintenance. Therefore, it is interesting to study for knowing why there is a gap and what the reasons and details behind the case and what the solution.
This research is purposeful research to analyse and evalute capability of TNI AD's vessels and then decide several alternatives to solve the problem in decision making process.
Result of this research shows that discrepancy of TNI AD's vessels occurs due to lack of consistency in applying technical aspect and maintenance cost hence Ditbekangad is unable to retain quality of vessels' condition and due to volume of supplies improvement per annum that is not parallel with the capacity and quantity of TNI AD's vessels. Highest effectivity and efficiency distribution of supplies from Headquarter to Territorial Commands is gained by using vessel that has DWT > 800 tons.
From the two alternatives of problem solution that recommended to TNI AD, we recommend alternative 2 to be taken. The consideration for this alternative is that because container capacity, fastness and operation cost KM.ADRI XL, XLIV, XLV, XLVI and XLVII more effective and efficient if comparing to others KM ADRI or private vessels. By taking the alternative 2, TNI AD is also able to improve the role of Territorial Commands by handing over operation of KM.ADRI XXXVI, XLI, XLIII to Territorial Commands. |
