ROLE OF LOCAL GOVERNMENT IN THE DEVELOPMENT OF KETAPANG, THE INDUSTRIAL ESTATES IN PANGKALPINANG, KEPULAUAN BANGKA BELITUNG PROVINCE

Government of Pangkalpinang City based on Local Government Regulation of Pangkalpinang City No. 4 Year 1998 about Detail Urban Planning Some Of Regions Municipality Area II : Ketapang Area is destined as an industrial estates. This area began to grow at 2003 since five companies were located there. This area is managed by some government offices such as agrarian office, industry and trade office, and urban planning and environment office. Since1998 until 2006, Ketapang Area has been loaded by 22 companies, while hundred of other companies in Pangkalpinang that hoped loaded on Ketapang refused to move. Why Ketapang area can not grow fastly could be caused by lack of infrastructure and local human resources. Most of the labors come from outside Pangkalinang. This research tries to find out why this area can attract big companies but can not attract small companies and also to find solutions in order to make industries grow in Ketapang using system dynamics. Besides making industries in Pangkalpinang move to Ketapang, this area have to compete with other estates around it in other mucipalities. Some factors that can influence the development of industry estates are role of government as organizer and policy maker, labor, knowledge, and investation. <br />
