Despite of providing opportunity laid for development, globalization and regionalization constitute threatening side for the framework of multi/bilateral States and inter ethnicities relation. Internally, changes concerning reform and democratization taking place post May 1998 have brought up flow of changes in domestic politics. Both of internal and external flow of changes then influences the national security sector. In the other side, compared to Indonesia territory and population, the limitation between the main equipment of weapon system and TNI personnel has constituted an escalating threat against the national security sector. Improving and increasing the main equipment of weapon system is not less difficult than increasing the number of TNI personnel due to the limited military budget.<p>Departing from the background mentioned above, some problem statements are invented. They are the existing gap between the main equipment of weapon system and TNI personnel and state territory and population and the escalating threat against state national security in Indonesia. How does the gap between TNI main equipment weapon system and their needs take shape? How does the gap between TNI personnel and territory and population take shape? How do type and the escalating threat against national security take shape? By what means and how to overcome those problems due to limited budget?<p>The method used in this research is qualitative analysis method. The data are extracted from various literature sources encompassing theory and empirical praxis of various countries including Indonesia. Other data used are data of TNI main equipment of weapon system condition, and the threat against Indonesia State national security. With two million kilometers land territory and only 276.953 active land forces TNI personnel, wherein there is only a land forces troop of TNI in every 7 kilometers that has 779 unit of steel coated lifter vehicles, 335 units of light tanks, and 124 units of stereoscopic rangefinder vehicles? There is also an escalating threat such as violation of State border, claim upon Indonesian islands, terrorism, Ethnic, Religion, Race and political based conflicts and the growing interests of big States toward NKRI (United State of Republic of Indonesia).<p>To solve the limitation of the main equipment of weapon system, number of personnel and the limited budget concerning the wide scope of Indonesia territory and her mounting population, then the nature of State defense system must be intact or total. In this defense system, the personnel aspect becomes very important in both number and quality. To set up high quality and number of troops which will not cost the State and society any burden, the solution is to set up a spare component which can only be applied by military service compulsory. <br /> <br />
