REVIEW OF COMPATIBILITY OF NATIONAL SEAPORT ARRANGEMENT AND DEVELOPMENT REGULATION OF DKI JAKARTA TO THE DEVELOPMENT POTENCIES OF SUNDA KELAPA SEAPORT

Seaport is a crucial infrastructure for regional economic growth. One of the seaports located in DKI Jakarta is Sunda Kelapa Seaport which has some hinterlands area such as DKI Jakarta, West Java and Banten province, three of regional which are growing so fast in Indonesia. This seaport has also a historical function beside its economical function. In order to fulfill its functions this seaport was demanded to be growth along with its potencies but it still has to be appropriate to its role as a part of national transportation and compatible to the regional development as well. That is why the development of this seaport has to be along with the potencies and also balance with related regulations.<p>The purpose of this study is to get the identification about the suitability of national regulation and development regulation of DKI Jakarta to the potency of Sunda Kelapa Seaport's development, with the aim of getting a direction for the optimal development of this seaport.<p>This study is conducted by searching Sunda kelapa Seaport's potencies and analyzing their compatibility with the Tatanan Kepelabuhanan Nasional (National Seaport Arrangement) as a national regulation and development regulation of DKI Jakarta in RTRW DKI Jakarta (Master Plan of DKI Jakarta) that are related to Sunda Kelapa Seaport, then observing the development possibilities related to the regulations.<p>The result of this study shows that Sunda Kelapa Seaport has good potencies in tourism and economic sectors. It is needed to build some facilities in order to develop its roles as demanded, but not all the regulation is compatible with the development needed, even it can be obstruction for the optimal seaport's development. This condition needs adaptation in regulation conduction to create balance between any regulations in any different levels so the conflict of interest in all societies can be avoided.<p>From this study we can conclude that the optimal direction of Sunda Kelapa Seaport's development is to fulfill its economic and tourism roles as demanded, and the adaptation of regulation is needed with the consideration of following the national needs beyond the regional needs and by weighting which put the basic function in front of the additional function. <br /> <br /> <br />
