Balance Scorecard is performance measurement method that translates vision and strategy of organization into four perspectives: Financial, Customer, Internal Business Process, and Learning and Growth. This method is designed for anticipating free competion in the globalization era. In this era every organization is required to develop new capabilities for competitive success.<p>A construction of higher education organizational performance measurement for STIE Perbanas Surabaya is designed for anticipating the competion among private colleges. This construction tries to translate vision and strategy of STIE Perbanas Surabaya into: objectives, measures, targets and initiatives for the fourth organizational perspectives and the cause and effect relationship among these perspectives.<p>The construction of balance scorecard for the private college organizaton is a strategic portrait of STIE Perbanas Surabaya because it describes the organization's vision of the future to entire organization, creates a hollistic model of the strategy that allows all the employee to see how they contribute to organizatonal success, and focuses on change through innovation in education.<p>Organization can use Balance Scorecard as management strategic systems to manage their longterm strategy. They apply the measurement focus of the scorecard to accomplish management process, including:<p>1. Clarify and translate vision and strategy.<p>2. Communicate and link strategic objectives and measures<p>3. Plan, set targets, and allign strategic initiatives<p>4. Enhance strategic feedback and learning. text
