In this method we need to define what variables should be used and how much does the adjustment level of every factor. The variables and the amount of adjustment level should be based on reality, real data and actual fact at the location and should be analyze first. So this condition can make the variables and adjustment level used can be different depend its location. The reality is in mass valuation technique, the adjustment level often obtained from assessor intuition or prediction. This technique can make the land value resulted become quite subjective. For the mass valuation at near disaster-potential area such as Mud flow disaster at Kabupaten Sidoarjo, the problems are more complex because it has to consider the disaster condition factors not only considering the appraiser intuition. The land value pattern has change. For many substance that use the land value as its basic calculation, such as Pajak Bumi dan Bangunan (PBB), Bea Perolehan Hak atas Tanah dan Bangunan (BPHTB), and land indemnity; valid land value quality is needed, so for multi purposes of fair value then the area should revaluate.<p>The purpose of study is to determine land value at near mud flow disaster that expected more objective by approach spatial analysis, AHP, and multiple regression technique. To obtain land value of each parcel, the model use land sales transaction data as dependent variable (Y) and land parcel quality level as independent variable (X). The X variable is a synthesis of weight value of every factor in this study that affect land value and the score of land parcel quality. The factors that influence land value in this study is defined by literature review. The factors are: distance to CBD, distance to main road, distance to disaster location, distance to infrastructure relocation, and land use type. The determination of weight of each factors and the determination of land parcel score of land use criteria is using AHP technique. The determination of land parcel score on distance criteria is using spatial analysis. The land value modeling with multiple regression analysis resulting four models, which next will be selected the best model to predict land value of all parcels.<p>The result of study is maps of land value for near disaster-potential area at Kecamatan Porong, Jabon and Tanggulangin, Kabupaten Sidoarjo. The land value resulted from this study can be used as a comparison for land classification that is made by KPPBB Sidoarjo refer to procedure in KEP-533/PJ/2000. From this land value determination then can be calculated the implication for PBB assessment. <br /> text |
