FACTORS INFLUENCING PUBLIC PARTICIPATION IN DELIVERY SERVICE of VILLAGE INFRASTRUCTURE

Delvery service of infrastructure is obligation of government to provide it as presentation of service given to public. On the other hand, public as object served has the right to have a finger in the pie supply of the infrastructure that have built have as according to requirement priority which wish to be reached.<p>Participation at public side can mean opportunity to increase the power and at government side can mean budget thrift. Relevant and important question to be able to be known the answer is the factors what influencing public in participating.<p>Relates to context the importance of public participation, data obtained from result of execution of development fund and operational village program taking place in East Lampung Regency shown existence of difference of form and contribution magnitude given public which can be made reflection its level of public participation. The condition becomes base in this research in looking for factor any kind of correlating.<p>To explain factors relating to public participation in general in this research applied quantitative analysis with 245 villages analysis unit, and explain it is peculiarly is applied qualitative analysis with 9 village analysis unit. Quantitative analysis applies linear regression method with help of software SPSS. This method assumed precise to look for tendencys happened with reference to participation at big analysis unit. Qualitative analysis applies case comparison method. Applies of this method with reference to data from unique reality and social phenomenon and difficult to be measurable quantitatively.<p>From result of research it is known that economics, cultural social and geografi village characteristic have correlation to level of public participation in development of village infrastructure. Form and magnitude of public participation in 245 Villages in the form of contribution contributes energy, material, fund and land of total for the price of Rp. 8.538.261.350,- or equal to 34.85% from total given by local government. Other finding is level of public participation relates to many variables like the many secure and prosperous families, farmer family, local organization, agriculture type, Village head acceptability and public homogeneity and access extra and intra. <br />
