Nevertheless, its protection has faced obstacles due to limitation of management capacity and exploitation of natural resources by the neighboring communities. This research was an attempt to develop a protection system for MPNR based on bottom-up approach. The goal of this research was identifying protection problems in MPNR and developing protection management model appropriate for MPNR.<p align="justify"><p>The research has been carried out in MPNR and the neighboring areas, i.e. Sirnajaya Village, Neglawangi Village, and Cihawuk Village. Data on the ecological, socio-economical and management aspects were collected through semi structure interview, direct observation, and literature study. The data were subsequently analyzed by qualitative descriptive analysis.<p align="justify"><p>The research found the presence of conflict between the management of MPNR and the neighboring communities due to exploitation of nature resources within the reserve boundary. The conflict resulted in protection problems i.e. (1) decrease in biodiversity due to forest clearing ; (2) area instability resulted from the location of the reserve which is surrounded by built areas, the small size of the reserve, the un-compact shape of the reserve and the presence of enclave and roads crossing the reserve; (3) presence of natural resource exploitation inside the boundary due to ineffectiveness of protection management and poverty problem; and (4) ineffectiveness of MPNR management in general due to its weakness in the organization structure and limited utilization of the reserve for research and education.<p align="justify"><p>This research found that the root of protection management problems in MPNR was the difference in interests between MPNR management and neighboring communities. To solve the protection problems in MPNR, a sustainable protection management model that integrates the function of MPNR with the land use of the neighboring areas has been proposed. The management model consists of five development strategies i.e. developing network conservation area strategy, collaboration strategy, conservation strategy, utilization strategy, and community empowerment strategy.<p align="justify"><p>The developing network conservation area strategy aims to prevent extinction, increasing habitat variation and dispersal of species. The collaboration strategy is intended to build the same perception and agreement on conservation among stakeholders. The conservation strategy aims to maximize effectiveness of protection through increasing community participation and promoting the use of soil-conservation farming techniques on areas neighboring MPNR.<p align="justify"><p>The utilization strategy focuses on the arrangement of utilization of the MPNR area in line with its assigned function, which is for research, education and supporting cultivation. The aim of community empowerment strategy is to increase the community’s economic productivity through mushroom culture, honey bee culture, developing plantation for firewood and livestock feeds, and to facilitate better access to education, healthcare and markets for agriculture products. <br /> text
