The absence of competition for over five years ever since the regulation was legalized resulting in insignificant raise telecommunication teledensity in Indonesia.<p align="justify"><p>Duopoly scheme does not solve telecommunication sector imbalance in Indonesia therefore a new breakthrough to solve the problem is a necessity. Regulation is a highest investment in transforming from duopoly to competition so it has to be established before competition starts. Regulations which not yet adequate, Non-independent regulator, non-transparent competition watch institution, and lenient law enforcement only resulting in steady state competition. Incumbent positions are still dominant, while newcomers could not act as they desired.<p align="justify"><p>This research focuses on design of policy model system in telecommunication sector, with main focus on regulations and institution aspect. The design starts from analyzing impacts that can emerge with the existence of telecommunication sector competition. The design that will be carried on considers benchmarking result from several countries. With telecommunication sector competition, it is proven that teledensity is increased by 3 times each year. And an increase of teledensity by 1 time resulting in 2.4 GDP increase each year as well.<p align="justify"><p>From the design result, forming a new institution and regulations as a preparation to enter full competition on telecommunication sector are suggested. text
