These positive roles can be achieved only when roads are in good condition and showing satisfactory performances. On the other side, condition and performance of road infrastructures are the reflections of the policies taken in managing them. Among the objectives of this theses is to understand the roads management, especially district roads in Kabupaten Nias, in terms of a system dynamics approach. Roads condition in Kabupaten Nias have just experienced a drastic change since the implementation of rehabilitation and reconstruction programs in this area, soon after tsunami and earthquake disasters in few years ago. Other important questions addressed were how will be the infrastructure condition when those programs terminated in 2008, and what are possible policies should be taken by the local government in effort to preserve and to increase, if possible, the condition and performance of its road infrastructure assets. The system dynamics modeling and simulations reveal that, besides internal structures of the system, roads condition changes resulted by external factors and road design period attainment have influences on the system's behavior. Policies taken in road management (routine and periodic maintenance, betterment, rehabilitation, and construction) also have significant influences. District road availability should be accompanied with a better spatial distribution of the infrastructure in the region, so that the roles in bringing about development and welfare in to realization can be achieved. The theses recommends that district road management should be focused more in routine and periodic maintenance and preserve their totals at a well manageable length. Several trade-offs in the system with budgetary implications should get proper attentions. Roads infrastructure should be treated as assets whose maintenance is very important. <br /> text
