<p align="justify">Communication is citizen rights where guarantee by goverment. Management of communications in rural in Indonesia have low visibility. It is caused by condition of rural in Indonesia average having far orbitation, hilly and archipelago and also low consumtion and low education. Variation of rural in Indonesia also cause development have high risk. Policy of management through development of ICT with public facilities can give added value for resident. With the existence of facility, resistance because of geographical factor can reduce. Besides the policy, policy of forming of commisioned facility provider as point of sale in rural also able to boost up level of visibility and reduce risk. Selection of facility, access and source of energy also become consideration. The visibility of policy tested to techno-economy analysis and risk tested by using montecarlo simulation. The result is management of ICT in rural have good enough visibility and middle risk. Recommend to increase visibility and reduce risk is by increasing domestic industry and also do educate and adjacent rural resident.
