ANALYSIS ABOUT ECONOMICS EMPOWERMENT OF VEGETABLE FARMER IN DISTRICT SELUPU REJANG

Empowerment is starting point of increasing self supporting and bargaining position of the farmer, its need to be drawn up that later farmer as subject which will receive development benefit from policy taken by government can actively sharing together with other public in the development process. Failure and loss that is often affict to the vegetable farmer as consequence of low and the fluctuation price of vegetable, this indicates that vegetable farmer has not owned enough powered in increasing standard of life, its meaning that local government with its programs is not able to increase prosperity of vegetable farmer in its district.<p>This research aim to find influence behavior of farmer and vegetable commodity character in economics of farmer household, culture social system applied in farmer domain, factors that influencing the lowered bargaining position of farmer, and the economics empowerment constraints of vegetable farmer. Exploring with qualitative descriptive method by the way of doing literature study, direct observation in field (ethnography observation) and open interview technique applied to identify characteristic and problem faced by farmer, scanning and observation to the role of actors in vegetable market system.<p>From result of research it is got that social culture system in family and domain of the farmer, education, and experience will influence perception and patterned thinking of farmer which will have an in with farmer behaviours. Factors that influencing the lowered bargaining position of farmer are : domination of capital; degree of enterpreneurship; dependency and constraint of technology; institution constraint. Marketing of vegetable follows lines pattern, entangles many actors who is causing fold margin, oligopsony whole saler, the happening of assymetric information in level of farmer. Development policys of agriculture which only lead to development of economics infrastructure still have not many giving contribution at human development of vegetable farmer, but this thing is more enjoyed by the merchants at the same time the owner of capitals. Important factor that serve as a basis for empowerment of farmer community, about behavior and social institution still have not been made development policy principal focus of agriculture of countryside especially in Kecamatan Selupu Rejang.
