Summary: | For the past few years, Indonesia has been affected by flood disasters. Most region in Indonesia have been affected by flood. One of the examples is Trenggalek regency, which on April 19, 2006 was seriously affected by flood with greatly damaging force that resulted in a huge loss. <p>Among the many sectors affected by flood, only 10 (ten) sectors were studied. This study was conducted in seven different sub-district, such as : Trenggalek Kota, Pogalan, Gandusari, Durenan, Tugu, Bendungan dan Karangan. As for 10 (ten) sectors were studied such as agriculture, animal husbandry, land fishery, education, health, settlement, irrigation, transportation, trade and tourism.<p>Flood disaster observation in this study was to calculate the two types of losses which includes the actual cost lost and opportunity lost. It is expected that the calculations can be used by the flood policy makers in the regency.<p>The study found that the flood that took place in Trenggalek Regency resulted in the total loss of as much as Rp 141,908,467,667,00 rupiahs of which Rp 86,746,228,668,00 was from the actual cost lost and Rp 40,891,770,390,00 from the opportunity lost. In contrast, the Regency spent in the year of 2006 and 2007 as much as Rp 14,270,468,650,00 for the recovery cost.<p>Based on the fact that the flood took place twice in a row in the Regency and the total amount of the recovery cost spent by the Regency in those two years was as much as Rp 14,270,468,650,00, it can be concluded that the Regency was not serious in taking care of the flood disasters occuring in its own area. Thus, if the local government (Trenggalek Regency) cannot manage to come up with a well-thought policy for both preventing and handling flood disaster, the Regency will likely suffer the total loss caused by only one flood disaster as much as the one mentioned above. <br />
