Summary: | The crisis of water availability taking place at Sumi Watershed is a reflection of the policy of our water resource management that is very weak. The policy approach emphasizing highly on only the aspect of physical-engineering policy is not adequately effective to the attempts of reducing the water crisis phenomenon going on currently. The policy of Sumi Watershed management that is still in the practice Business us usual scenario is not enough sufficient to resolve the complex issue of Sumi Watershed. Therefore, this thesis has carried out the management of Sumi Watershed with a systemic-thinking approach, by seeing the function of Sumi Watershed as a totality of the functions of the components of village, wet rice field, unirrigated agricultural field, river and forest. Understanding the issue of Sumi Watershed which in it involves a complex systemic interaction, then the choose of methodology used in this research is by a dynamics system.<p>The results of study show that: (1) The change of the function of Sumi Watershed is continuously reduced, influenced by population behaviors generated by social system and local population economy. So that intervening the policy for supporting the water availability at Sumi Watershed must touch on the socio-economic aspect that is able to influence the change of population behaviors of Sumi Watershed; (2) If the management of Sumi Watershed currently is let to be constantly and continuously taking place, then it will bring some implications: the pressure of population socio-economy of Sumi Watershed will become a factor inhibiting any policy intervention, conversion rate of forest land for fry field will reach at a maximum level , the hydrological system of Sumi Watershed become to be highly disturbed, continuously increasing gap for the water availability of the needs, quality of population buying power at upper course is not to become to be better; (3) The fulfillment of the population needs for land of Sumi Watershed from the forest land on one side will improving the population income such that it will influence the capacity of their buying power, but bringing about the effect of trade off on the efforts of maintaining the function of Sumi Watershed as a water conversion area. Likewise its reversal the policy emphasizing on the change of forest land by providing a tight protection to the environment of Sumi Watershed on one side will increase the capacity of Sumi Watershed to undertake its function, but on the other side it will emphasize on the growth of population economy of Sumi Watershed eventually leading to a new problem, it will add a series of poverty rate. Therefore, the policy of the management of Sumi Watershed must be able to integrate the development of the population economy of Sumi Watershed that is able to provide the impact on a social change, but it constantly provides a protection to the function of Sumi Watershed as a conversion area. <br />
