Water is one of primary source to fulfill requirement of creature life in this world, and utilize for supporting approximant all activity of man. Until this moment not all people have access to wards clean water. This study check concerning implementation of policy of Deliberation Planning Of Annual Activity (MPKT) in performance of the service of countryside cleanness water in Cibodas Countryside and Karamat Mulya Countryside Kecamatan Soreang Kabupaten Bandung which initiatied by Local government in the year 2004. With the qualitative method, the study is done in Cibodas Countryside and Karamat Mulya Countryside. The aim of the study is for introducing factors having on effect on the policy implementation with approach of technological diffusion and innovation in both countryside. The result oh the study show that progressively early adopter involved in requirement of technology conception, their opportunity excelsior are involved in are social interactions, and cupula excelsior of role of they are in determining technology here in after. In Karamat Mulya, various publics element has been involved since the conception phases of requirement of technologies, and since this phase they were opinions of the negotiations and importance of forum, causing open existence of innovations technical and institutional development. The limited social interaction in Cibodas Countryside don't yield institutional development to continue program.
