A STUDY OF PARTICIPATION WATER USER FARMER ASSOCIATION (P3A) TO IMPROVE OF O&M TERTIARY IRRIGATION SYSTEM IN REGENCY OF PASAMAN (A case study in P3A of Irrigation Area of Batang Tingkarang)

Water User Farmer Association Organization (P3A) so far continuously achieve construction from government, which it expected that P3A to be independent in management of irrigation. There is about 12 unit of P3A in Irrigation Area of Batang Tingkarang. Activity of P3A in operation and maintenance (O&M) of Irrigation System will gives a positive effect toward organization performance. While high and low participation of P3A measured in statistically by unrestricted variables such as institution (X1), Financial (X2), Operation (X3), Maintenance (X4) and culture variable (Y1). The study aimed to find out how deep a participation of P3A in implement the organization duties and any attempts to improve of O&M Tertiary Irrigation System in Irrigation Area of Batang Tingkarang. A collected data analyzed by field study and management of questionnaire result examine by Path Analysis and continued by correlation statistic and regression established in variables. Previously, ordinal data of questionnaire collect by Likert scale transformed to be interval data by using of Successive Internal Method. According to the field study or questionnaire results process with 50 respondents of three P3A units (Upstream-Midle-Downstream) yield a low participation level in increase O&M Irrigation System, thus the organization can work in appropriate. It is because any real differences between members and staff toward characteristic values of each individual such as range of ages, education and social status. The result shows that variabel of organization, financial, operation and maintenance gives a significant influence to the organization member. Thus, if unrestricted variable increase, in individual or together, also the participation variabel of organization will arise. It means that to improve of P3A participation in Irrigation Area of Batang Tingkarang it is must be carry out any attempt to improve of any variables in organization, financial, operation and maintenance.
