<p align="justify">Indonesia as archipelago country has very length of territorial boundary areas, the condition needed strength of Navy fleets that can overcome threat and infraction to regional sovereignty of Indonesia sea territorial. In developing strength of Navy will related to process battleship procurement which according to requirement operation. In ship operational must consider to the technical specification and influence of sea environments condition to take care of the continuity of operations the system defence equipments. Battleship has period of operation in long time and also require much budget to operational and maintenance cost. Selection of Ship will not changes allocation of budget plan if calculation according to operation.<p align="justify"><p>Combined Operasional Effectiveness and Investment Appraisal (COEIA) is method to analyse in selection of defence equipments, which combined operational and budget aspect. With the analysis can determine equipments having advantage value or benefit from choice alternative from defence equipments.<p align="justify"><p>At case study with type ship PC 35 and PC 36 can known influence factors of operational and budget aspect that is the condition of area environment operate consist of depth of the sea, area geographical and condition of sea as wind, current and wave; and requirement of operation and maintenance cost. Analyse of the factors can be known achieving operational target and advantage/benefit of investment appraisal, and also develop to increase performance of the ships. <br />
