To achieve an optimum operations in monitoring and controlling the power system, there was installed a SCADA system which manned 24 hours a day that monitor the power delivery from generation plants down to the substations. The monitoring and control system is limited up to outgoing of substation that's called "feeder". However, under the feeder installed protective equipment called "recloser" for power system protection purpose which also under PG's responsibility. There could be more than one recloser units under a feeder. The operational problem came when SCADA dispatcher detected the load under a feeder dropped. Load dropped itself can be from the load (pumps, motors, or other facilities) or a recloser tripped instantaneously. To know what actually happened, SCADA dispatcher needs to dispatch linemen patrol to check whether the PG&'s recloser trip or not.<p>The objective of the project is to minimize the production losses by integrating all recloser units to be able to be monitored and controlled by PG&T SCADA system from the control room, and also to optimize manpower. Since this initiative was implementing new technology for PG&T's operations, the management decided to provide a pilot project for 30 recloser units (out of 300 units) to be evaluated for about one year after operations. This final project intend to evaluateSCADA recloser pilot project using five success criteria which is viewed from two different sides which are project management success and project success.<p>There were several problems in the implementation of this project whether technical and non technical aspect. The project itself was initiated in 2005 and closed out in mid 2007 which far beyond the planned schedule. Based on success analysis in project management, this pilot project considered not efficient however in project success perspective, this pilot project shiwed that SCADA recloser is economic for the company. The output of this final project will be used as a reference of the next implementation for up-scaling this SCADA Recloser Pilot Project. text
