Environmental issue become one of the important issue almost in every country these times. In fact, it could be seen from impact generated by environmental damage, like floods, landslide, forest fire, and also global warm-up. Generated impact do not only happened in scale one just region, but it could be happened in a lot of region and leave behind to country. One of the effort to repair environment is through activity rehabilitate critical of lands and forest such as Lands and Forest Rehabilitation Movement (GERHAN) and Critical of Lands Rehabilitation Movement (GRLK) Programs.<p>Along with changes of development paradigm, the program repair environment by entangling society participation as development perpetrator and base on community. Ones of used approach is through by Community Action Plan ( CAP), this is representing of human resource capacities and then have base to Community Development concept and Participatory Planning on the basis of community. Effectivity of CAP implementation can be seen after comprehensive evaluated, there are CAP procedure, factor influencing, and also its efficacy indication.<p>CAP Evaluation at GERHAN and GRLK case in District of Ibun, Pacet And Kertasari use approach of pseudo evaluation with model evaluate after program executed its calls evaluation ex post. Assessment to CAP procedure implementation have 4(four) main staging that is Preparation, Planning, Implementation And Evaluation. On fourth the step poured in 19 (nineteen) assessment indicator. Assessment category have 5(five) criterion that is fully follow, most following, enough follow, less following and very less following.<p>Result of analysis indicate that cumulative mean of assessment category which fully follow CAP equal to 47,69%, partly and enough follow CAP equal to 31,81% and category less and very less follow CAP equal to 20,50%. While according to step CAP assessment fully follow to cover: preparation phase 74,3%, planning 57,1%, execution 20% and evaluation 39,3%. Factor- factor influencing CAP implementation a likely civic leadership, common of interest, receptive sense of belonging and also change and learning from experience. Attainment of Efficacy GERHAN and GRLK implementation programe a likely physical, there are repair critical of land reach 60%, while make-up of tired farmer society capacities 1.200 people and spread over in 50 farmer group.
