The growth of technology in addition to improving service quality has also led to threats to many companies. The threats are fraud. The emergence of new techniques of fraud has caused its own difficulties. Fraud has become one of the causes of significant losses. If previously most companies still provide tolerance for fraud suffered, along with the amount of losses incurred, it is necessary to make anticipations. To overcome the problems mentioned above, fraud control program can be applied that includes the use of controls on the procedure, the use of technology, policy, and others. Some parties have developed a method for fraud control. But to carry out the fraud control methods, corporate management requires a step-bystep guide to develop anti-fraud program. This research aims to design a framework that can be used as a guidance for telecommunication companies in arranging anti-fraud program.
