Short Message Service (SMS) is one form of textual communication which at the moment is very commonly used by telecommunication operators users. Those whi are able to communicate using SMS service, usually are normal people who do not have physical limitations. People with disabilities, especially limitations of vision can not use this SMS service. Even an illiterate can not read received SMS messages, many of them are using the telephone service only to communicate verbally. Furthermore, the system could also increase driving safety, because people are no longer receiving messages by reading on to their cellphones, but it can be done by listening to the voice call.<p>This thesis examined how to integrate mature technologies into a system that has new main feature, the conversion of SMS messages into voice messages through telephone calls. The resulting system from this research called BEWARA (Voice based Information/News). The development of additional features is also done for the system to attract people in general to use.<p>The system uses Text-To-Speech (TTS) module as a centralized text to audio message conversion, which is the text message is obtained from an SMS through request gateway, and after the conversion process, the resulting voice message is sent through a phone call. This system is designed so that the received request message is not only using SMS service, but it can be done using other communication channels such as Instant Messaging (Messenger) and Host-To-Host (H2H) communication. <br />
