Summary:As the budget available for road maintenance decreases relative to maintenance needs, there is an increasing need to develop systematic and objective procedures for making technical and financial decisions in the context of the overall road network. This thesis makes a detailed study of maintenance management systems in use, or proposed for use, worldwide and concentrates primarily on the particular requirements of a system that can be operated in urban areas. The Urban Road Maintenance Management System (URMMS) proposed for use in Indonesian cities and currently being implemented in 4 major cities, including Bandung, is described and evaluated. An important feature of all maintenance management systems is the economic analysis, the results of which are used in establishing priority. It is concluded in the thesis that, in the case of an urban road network, the agency benefit should be of primary significance rather than the road user benefit. Based on the review of the various systems and the detailed evaluation of URMMS, a system is proposed for Indonesian cities. Some of the models used in the proposed system have been taken from other systems and it is recommended that research effort be directed towards calibration of these models or alternatively development of new models.
