FACTORS INFLUENCING PUBLIC PARTICIPATION IN DELIVERY SERVICE of VILLAGE INFRASTRUCTURE

Delivery of infrastructure is a government obligation as manifestation of public service. On the other hand, community served has the right to involve in the infrastructure according to its priority development. Participation for the community can mean an opportunity to increase the power and to the government can increase the budget efficiency. Relevant and important question to be -answered is what factors can influencing public in participate. In relates of the importance of public participation context, data of development fund and operational village program in East Lampung Regency shown the difference of form and contribution magnitude given by public, thats can mean a reflection of public participation level. The condition is a base in this research that look for the public participation influence factors.<p>To explain the public participation influencing factors, this research has applied quantitative analysis with 245 villages analysis unit, and for the depth explain, this research has applied qualitative analysis with 9 village analysis unit. Quantitative analysis applies linear regression method. This method assumed precise to look for tendencies with big analysis unit. Qualitative analysis applies case comparison method. Applies of this method with reference to data from unique reality and social phenomenon and difficult to be measurable as quantitative.<p>The result of this research known that economics, cultural social and geography village characteristic have correlation to level of public participation in -build of village infrastructure. The public contribution like labour, material, fund and land as magnitude of public participation in 245 Villages which calculate by the price is Rp. 8.538.261.350,- or equal to 34.85% from total given by local government. Other finding is level of public participation relates to many variables like prosperous families, farmer family, local organization, agriculture type, village head acceptability, public homogeneity and access extra and intra. <br />
