After implementing of area autonomy law, opens opportunity for area to maximize natural resources potency owned by it. Authority region of area on the sea in Law No. 32 the year 2004 about "Pemerintahan Daerah", that area having sea territory is given authority to manage the area sea territory resource. Area sea territory wide for maximum province 12 sea miles measured from base line, while for kabupaten/kota broadness reachs 1/3 (one-third) the provinsi sea wide. Province Maluku having sea wide 90 % from wide of all the region, can apply archipelago baseline for stipulating of the area sea boundary. Stipulating of the area sea boundary has important role in settlement of sea space, required boundarys that is clear in exploiting of the sea space. In settlement of sea space needs existence of arrangement about rights, obligation and boundary that is with existence of business plot of land which expressed broadness,the position in geographical coordinate, existence of the rights and obligations is and inscribed in cadasteral administration of marine cadastre.
