THE IMPACT OF CLASS-UP GRADING OF THE SADENG FISHERY PORT INI GUNUNGKIDUL REGENCY ON THE COMMUNITY ECONOMIC DEVELOPMENT

Fishery port is an important infrastructure in coastal community economic development which utilizes the potency of marine resources as the main source of income. Port facilities ought to be constructed in accordance with the needs of the community and also in accordance with the government funding capability in order to maximize the result. Therefore, the government policy to upgrade the class of Sadeng fishery port should be assessed to find out the impact on the economy of community. The purpose of this research is to see the community economic emergence of the new economic activities, the development of the existing economic activities, the development of labor absorption, and the increase in community income.<p>The analytical process was conducted on secondary data and primary data from interviews. The focus if the secondary data was determined on stages of time that are considered important to be compared, i.e. 2003 as the year when the class up grading of the port was proposed, 2005 as the year when the class of port was officiated, and 2007 as the year that marked the second year of the operational of the new class of port. Analysis was conducted descriptively bay comparing development indicators in every stage. Determining factors of the development was conducted by analyzing the interviews, qualitatively.<p>The analysis shows that despite the growth of fishery economic activities in Sadeng fishery port after the new class port was in operational, the impact is not significant. The new economic activity is not significant compares to the activities that should exist in the fishery port. The existing economic development is not significant enough in stimulating fish production, although the market of the fish product has reached market outside the coastal community area. Rather significant impact is on the labor absorption and the growth of community income. In general, class upgrading hasn’t been able to have an impact on the community economic, especially or larger area.<p>The management of the Sadeng fishery port is directed based on factors that influences and support community economic development, especially in study area and is expected to have a larger influence on the economy of Gunungkidul region and Yogyakarta Special Region (DIY). <br />
