By information technology, the all existing process or procedures in government can be conducted faster. E-government has not meant to change a government way in connection with people. E-government has function on information technology using contexts only to increase relation among government and other parties. E-government application reference model is using four stages of development among them: initiation stage, interaction stage, transaction stage and transformation stage. The Tapanuli Tengah District Government has already on initiation stage. It is meant, e-government implementation in Tapanuli Tengah District Government is just in first stage, so that necessary to conduct as development in e-government application for next stage and based conducted research, the e-government application necessary in Tapanuli Tengah District Government that is in second stage (interaction). For realized it, carried out a research which is later it can help to provide as recommendation for Tapanuli Tengah District Government in implement e-government application development lead to best e-government implementation stage in accordingly with existing resources ability, so the main purpose to implement e-government is in order to Tapanuli Tengah District Government can to implement a practice called a good governance like as social contract to demand of democratization toward government administration implementation. text |
