This is because of the village located far from downtown and it doesn’t have telecommunication facility. The rural ICT technology built by the Center Group of ICT Research (PPTIK) become one of the prime mover for the rising of internet in this village. This rising is marked by e-learning in two elementary schools, which are SDN Cinta Mekar and MI Al Huda. The e-learning consists of moodle, blog, wiki, and forum. The internet rises the pride of the students and encourages the teacher to find the information. The first problem with the implementation of e-learning is the students don’t understand how to use it. Due to the problems, there is a need to measure the elearning and design the roadmap of implementation. E-Learning Maturity Model (EMM) is used to measure the e-learning and the roadmap is developed based on ADKAR model of change management. EMM consist of 5 processes, 35 sub-processes and 5 dimensions. The processes consist of learning, development, support, evaluation and organization. From this measurement, the e-learning condition in the elementary school indicated partially adequate status. This result is proven by the readiness from the system but lack of training, supervising and coaching from the Digital Learning (DL) PPTIK ITBUPI. This condition can be altered by giving the expected targets or objectives. From two conditions, current and expected target, the gap is shown. From this gap, we can plan the activities to reduce the gap, for example group development, documentation, research and review. text
